Project Introduction
The third phase of the Rabigh desalination project is located in Rabigh, Saudi Arabia. The project adopts the world's most advanced reverse osmosis desalination technology, with a daily water output of 600,000 cubic meters. Overseas construction of large-scale seawater desalination projects.
Project participants The project was won by a consortium consisting of Saudi Arabian ACWA Power Company (70%) and Saudi Arabian Brothers (30%), and the client was Saudi Arabian Water Partnership Company. The EPC contractor of the project is Shandong Electric Power Construction Third Engineering Co., Ltd. (Sepco III). Subcontractor Abengoa is responsible for the desalination system, while Sidem is responsible for the pre- and post-treatment systems. Equipment and technology suppliers include: ERI (energy recovery), ROPV (membrane housing), Torishima and Flowserve (pumps), Toray (RO membranes).
Shortlisted Highlights
The project mainly includes a booster station and modules such as marine intake and drainage, seawater pretreatment, dosing and post-treatment systems, and reverse osmosis systems. Given its size, location and raw water quality, the project has the potential to be the most energy-efficient desalination plant ever built. Through management innovation, although the host country is phasing out subsidies for electricity, doubling developers' prices, the plant's water price is only $0.53/m3, the lowest of any desalination plant in operation to date.
The project will be put into commercial operation ahead of schedule in December 2021, providing domestic water to more than 2 million households in Jeddah, Mecca and other places every day, with a daily economic benefit of about 600,000 riyals, equivalent to about 1 million yuan.

On June 10, 2021, the Rabigh Phase III desalination project won the 2021 Economic Excellence Award in Mecca Province, Saudi Arabia.
In October 2021, the third phase of the Rabigh desalination project was nominated for the Saudi 2021 Construction Innovation Award.
In February 2022, it won the Guinness World Record for the world's largest reverse osmosis desalination plant.
